Every setting can look right, an active campaign, enabled ad groups, approved ads, real keywords with genuine search volume, and the account can still show up for almost nothing. This is one specific, common cause, and it never shows up as an error anywhere in the interface.

The setup that causes it

Smart Bidding strategies like Maximize Conversions optimise toward the account’s own recorded conversion history. With zero real conversions on file and no manual Target CPA to anchor against, the system has no signal to bid confidently on, and can settle the effective bid at close to the platform minimum on every keyword, even ones with genuinely healthy search volume. The account looks correctly configured because everything upstream of bidding, keywords, ads, targeting, budget, is genuinely fine. The constraint is silent, sitting entirely inside the bid.

Why it never reads as an obvious error

Every keyword can report “Eligible” or “Eligible (limited)” rather than a specific bidding fault, because technically that is the current effective bid, and there is no policy or approval violation to flag. It presents as a demand problem, “no one is searching this”, when the real cause is entirely on the bid side.

How to check whether this is happening to you

Compare the effective CPC bid at keyword level against your own market’s realistic first-page bid estimate. If real bids are sitting at a few cents while the estimate suggests dollars, that gap is the signal, not competition, not quality, not a demand problem.

This is exactly the kind of thing worth a second set of eyes on. If you want someone to actually look at yours, a Google Ads review starts with checking effective bids against real demand before touching anything else.

The fix

Switch to manual CPC, or Target CPA once there is at least some real conversion history to seed it, and set deliberate bids sourced from actual keyword-level data. This is not a permanent setting. Once a campaign has accumulated a genuine run of real conversions, Smart Bidding can be revisited with an actual signal behind it instead of a cold start.

Frequently asked questions

Does this only happen to new accounts?

It is most common on new accounts or campaigns that have recently switched bidding strategy, but it can reappear on an existing account too, if conversion tracking quietly breaks and the recorded conversion count drops back to zero without anyone noticing.

Is Maximize Conversions a bad bidding strategy?

No, it is one of the most effective strategies once there is real conversion data behind it. The issue is specifically running it from a cold start with no data at all.

How would I know if my account has enough conversion history?

There is no universal number, but a bidding strategy generally needs a meaningful, recent run of real conversions, weeks rather than days, before it has enough signal to bid confidently. Below that, manual control is usually the safer starting point.
